Obligate need — a biological requirement so fundamental to the evolved design of an organism that its absence prevents the relevant systems from functioning as they were shaped to. Distinct from a preference or an enrichment: obligate needs are not optional, cannot be compensated for by other provisions, and their absence causes real biological cost even where clinical signs are absent.
The term 'obligate' is borrowed from ecology, where it describes organisms that are entirely dependent on a specific condition — an obligate parasite cannot survive without a host; an obligate anaerobe cannot tolerate oxygen. Applied to welfare, it describes needs that are similarly non-negotiable: biological requirements whose absence imposes genuine physiological and psychological cost, regardless of whether that cost is currently visible.
Horses have several obligate needs that modern management systems routinely fail to meet. These include continuous movement and the capacity for self-directed locomotion, continuous or near-continuous forage availability, the physical presence of stable bonded companions, the opportunity to exercise genuine agency and choice, access to novel and changing environmental input, and the conditions required for deep restorative sleep. None of these is a luxury. All of them are expressions of the horse's telos — the biological life it evolved to live.
Meeting an obligate need partially is not the same as meeting it. A horse that is turned out for two hours and stabled for twenty-two is not receiving two hours of movement — it is living in conditions of movement restriction interrupted by brief opportunities to run. The system cannot accumulate welfare credit in that way. Obligate needs require conditions, not episodes.
